Résumé
Les collectivités locales et particulièrement les intercommunalités françaises sont soumises à de profondes mutations de leur cadre d’intervention. Les différentes réponses apportées sont diverses et certaines peuvent relever du champ des innovations organisationnelles et managériales. Encore faut-il les qualifier, les comprendre, et en mesurer la portée. L’objectif de cet article est d’apporter un premier éclairage sur ces dimensions, pour un panel d’EPCI dans une région, en nous adossant aux résultats d’une enquête quantitative et d’un travail d’investigation qualitatif. Notre contribution a pour objet de mieux préciser les définitions, contours et facteurs propres à de telles innovations dans ces établissements singuliers sur le plan institutionnel et territorial.

Abstract
Local governments and particularly the french inter-municipal communities undergo profound changes of their intervention framework. The different answers are different and some may fall within the scope of managerial and organizational innovations. Still need to qualify them, understand them, and measure their scope. The objective of this article is to provide a first light on these dimensions, for a panel of EPCI in a french region, we lean to the results of a quantitative survey and a qualitative investigation work. Our contribution finally intended to better clarify the definitions, contours and factors specific ways to such innovations in these singular structures on institutional and territorial field.

Resumen
Las administraciones locales y regionales, y en particular las intermunicipales francesas, están experimentando profundos cambios en su marco de intervención. Las respuestas son diversas y algunas pueden entrar en el ámbito de las innovaciones organizativas y de gestión. No obstante, aún es necesario calificarlas, comprenderlas y medir su alcance. El objetivo de este artículo es arrojar algo de luz sobre estas dimensiones para un panel de EPCI (Establecimiento Público de Cooperación Intermunicipal) de una región, basándonos en los resultados de una encuesta cuantitativa y una investigación cualitativa. El objetivo de nuestra contribución consiste en precisar mejor las definiciones, los contornos y los factores propios de dichas innovaciones en estos establecimientos singulares a nivel institucional y territorial.
