Cet article retrace l’histoire de la politique de sécurité sociale du Québec et souligne les multiples influences qui contribuent à son originalité. En s’intéressant à quatre grandes périodes, du XVIIe siècle à nos jours, l’auteur met en évidence l’impact de plusieurs facteurs essentiels dans l’élaboration de la protection sociale de la province : la rencontre entre Indiens et Européens; les obligations familiales; l’immigration; les guerres et le statut des anciens combattants; les traditions aristocratiques et communautaires; les institutions religieuses et charitables; l’évolution du rapport patronat-salariat et les solidarités ouvrières; les identités nationales et les pouvoirs respectifs de l’État fédéral canadien et du gouvernement provincial québécois. L’article conclut sur le désengagement de l’État et sa relation avec l’internationalisation des marchés du travail.
Abstract
This article retraces the history of social-welfare protection policy in Quebec and emphasizes the multiple influences that contributed to its originality. Looking at the four main periods from the 17th century until today, the author shows the impact of several crucial factors on the development of social-welfare protection in the province. These are the meeting of the indigenous population and Europeans; family responsibilities; immigration; the wars and the status of veterans; aristocratic and popular traditions; religious and charitable institutions; the evolution of the employer-employee relationship and the labor movement; national identities and the respective powers of the Canadian federal government and the Quebecois provincial government. The article ends by considering the crisis in the welfare state and the reasons for government disengagement that has characterized the last thirty years.
