Abstract
Internal auditing in Belgium’s public sector remains a marginal practice, though one that has been gradually expanding since the most recent managerial reforms of the public service. This article describes the institutional framework surrounding internal auditing at each level of Belgian public administration along with the factors fostering the adoption and professionalization of internal auditing unit – namely, legal mandates, the force of external audit, boards of directors and the involvement of senior managers. Additional determining factors include: a political crisis or financial scandal, internal culture, the managerial autonomy of public organizations, and the effectiveness of administrative reforms. Countries whose public service context resembles that of Belgium’s will likely exhibit similar results.
