La commission Rochon reproduit les solutions de Castonguay-Nepveu

Résumé

Nous analyserons la commission Rochon au regard de deux énoncés. Le premier est que cet organisme, créé pour résoudre les problèmes profonds d'un système de santé hérité de la commission Castonguay- Nepveu, a néanmoins produit un rapport qui perpétue et renforce le modèle proposé par l'autre. Le second est que les diverses interprétations appliquées à l'une et à l'autre sont insuffisantes pour rendre compte des propositions de la dernière commission et, plus largement, de son travail et de son existence même.

Abstract

The proposals of the Rochon Commission conceming the mode of state intervention in the health care sector in Quebec follow the same overall paths to a solution as did the Castonguay-Nepveu Commission. The theoretical approaches normally used do not allow for an interpretation of this episode as a whole in the formulation of public health care policy. However this interpretation can be quite revealing, and an approach combining the structural theory of Giddens and the structural analysis of Lemieux appears promising.
